ORC was established in 2004. David O’Reilly heads the business with nearly 40 years of hands-on experience. Noel Dunne joined the business with many years of HR management and consulting experience. The company also benefits from a team of internal/external consultants managing our clients’ day-to-day recruitment and HR processes.
Since 2004, ORC has successfully placed over 20,000 candidates in jobs in Ireland and further afield for National and International clients. ORC has a broad base of HR Clients both Nationally and Internationally. We have consulted on HR projects with companies in the UK, Germany and the broader EU as well as the USA and the Middle East and APAC region.

Meet the Team
David O’Reilly
David is a Chartered Member of the Chartered Institute of Personnel and Development (CIPD) and holds a Masters’ Degree in Business Administration (Trinity College Dublin), a Professional Diploma in Employment Law (UCD) and is a Certified Data Protection Officer (GDPR).
David has over 40 years of experience in overcoming complex HR and strategic business challenges for a broad range of organisations. He has a particular interest in developing HR strategies that complement business needs whilst ensuring first-class workplace compliance in today’s ever-increasing legislative environment.
David started his HR/Recruitment career with Grafton Recruitment in the 1980s and has developed a keen sense and strong understanding of his client’s needs that provides a 3-dimensional approach to recruitment far removed from ‘just a CV service’.
Noel Dunne
Noel is an Associate Member of the Chartered Institute of Personnel and Development (CIPD) and holds a Masters’ Degree in Human Resources Management and Industrial Relations (Keele University, UK) and a BA (Hons, HEATAC) Degree in Human Resources Management (NCI, Ireland).
Noel has over 24 years of experience in Business administration and development within the Retail, Healthcare and Services sectors in Ireland. Working with clients in many sectors of industry in Ireland, Noel’s ambition is to provide the best support to clients to support their business needs whilst ensuring first-class workplace compliance in today’s ever-increasing legislative environment.
Noel started his HR/Recruitment career within the Electrical and Mobile Phone Service sector in the 1990s. He has developed a keen sense and strong understanding of business activities and challenges, having previously owned his own business.
Keava McQuaid
Keava is an Associate Member of the Chartered Institute of Personnel and Development (CIPD), holds a BA (Hons) Degree in Human Resource Management and is a Certified Coach with the International Coaching Federation (ICF).
With over 20 years of experience, Keava has held leadership roles in HR and Sales in global, fast-paced, matrixed environments. Focused on helping our clients source and recruit talent at all levels so that they can achieve their company goals and objectives while matching people with jobs that motivate them, help them feel secure and fulfilled every day is Keava’s priority.
Jackie Hartford
Jackie is a member of ACCA (CAT) (Part Qualified Accountant) and IPASS (Payroll Technician).
With over 15 years in industry-based accounting & payroll and over 5 years in small/medium business accounting & payroll across a range of sectors.
Denise Souhan
Denise is a management accountant with the Chartered Institute of management accounting (CIMA) and holds a Bachelor of Business degree in Business Studies from Dublin City University (DCU).
Denise has over 25 years’ experience working as an accountant and payroll specialist.
